Gotta link it from a site like photobucket or tinypic. Tinypic is convenient cause you don't need to make an account to upload something. You've gotta get the link that has the raw image, or the "direct link." The url will end with the file name and should load nothing but the picture itself. Just gotta copy and paste that in User Control Panel > Edit Avatar > Link Off-Site.
