Have fun with this one Shift. I've half cheated. By the way, blue is not the colour so I thought I could put it in.
Just to help you out, I've described what the colour can be.

I had alot of fun writing this.

A dim series of frames slid past,
steps carry with feet looking down, scapes bearing above, roars from in front
it echoes a faint translucent,
moves and sculpts the shapes, why am I blue sometimes?
I disappear and cause too much gloom.
I am a colour not quite a shade, nor a form, just lighter than the not classified.
I am fluffy sometimes, flat and blank,
though still considered to be half bad.

I have not the same meaning as others.
But it comes very near.
It could be beauty, magnificence even.
My meanings still not crystal clear.
When governments put me on the list for election
I won the vote to represent environmental protection.
I fill people with hope
but also envy and fear.
