If you are under 18, pushing your self to hard in weight training can result in horrable effects such as groth problmes that can make you look very ugly in the future. My tip is to find a ballence and work on repation rather then picking the heaveist you can mannige, you can push your self hard but never go over the limit. (i gained this advise from a proffetional, if you still have doubts feel free to look it up)

I think it really depends on the workout and the individual. Light weight lifting and cardio exercises are good from age 12 -> up, but as you said, a good sport should be enough. But I know people who've been in gyms since age 15-16, bulking up, and they look fine now. No problems. In fact, some had to do it due to health issues(not even weight-related!).

Late teens - early twenties should be fine for starting heavier workouts.
